change payment method for storage
I have two phones that are paid on two separate credit cards i would like them to be on one credit card

Assuming you are revering to iCloud storage, it uses the payment methods added to your Apple ID in the order they appear in.
Follow the steps in the support document linked below, (on both iPhones they use separate Apple IDs) and add the card you wish to use as a payment method if not already added to the list, and drag it to the top of the list.

If you mean some other type of storage, and not iCloud, then please explain exactly what storage you are referring to.
