If you are experiencing difficulties signing-in to iMessage or FaceTime, this support page should help with troubleshooting:

If you can’t turn on or sign in to iMessage or FaceTime - Apple Support


If instead your AppleID has been disabled in the App Store and iTunes, you will need to seek assistance directly from Apple Support:
