Your options are to give to police so if the person filed a theft report they could possibly get their device back, or recycle it. The device will not be usable to you and only the originally owner would be able to unlock it. The original owner has the option to provide a message if found when they mark it as lost and this would be viewable when the device is turned on. If the original owner did not provide a contact number for you to get a hold of them if found, they there is no way you will be able to locate the owner. Apple will not provide that information.

Unless you can find the owner and convince them to give you their Apple ID and Password, the phone is useless to you.
Even if you can find the owner, they are not going to give you their Apple ID and Password. They will want their phone back.
You don't, it is not yours, turn it over to the police.

You say that the phone is an iPhone 14 Pro. That's a current, near-top-of-the-line model that goes for at least $999 USD. So there's a very good chance the owner will be looking for it.
You may not know the owner – but if you turn it over to the local police, or the lost and found department of the place where you found it, the owner might come looking for it, and get their phone back.
If you were the one who had lost a $999+ USD phone, wouldn't you go looking for it? And wouldn't you want your phone back?

If you found it at a restaurant or coffee shop, return it there and give it to the people who work there. The owner will likely retrace their steps and revisit these places.
