I downloaded the Samsung wearable app, erased the app from old phone tried to pair my new phone and the app is telling me no devices found.I tried the advice given by apple but when I checked the security and privacy the Samsung app wasn’t there

You will have to review the Samsung support site for detailing how to pair the watch with the iPhone. Not all of their watches are compatible with iOS and sometimes you just need to download a Samsung app to use it. Usually the app is the Samsung Galaxy Watch or Samsung Galaxy Fit app. Not sure if this is the same app that you had downloaded previously, but the article may have other suggestions for you.
