Macbook Air M1 chip
I delete photos on 1 device & it does NOT delete across other. This has been this way a long time. I have iCloud photo sharing ON.
When you say you "have iCloud photo sharing ON" do you mean iCloud Photos?
Are your devices signed into the same Apple ID?
Do new photos propagate properly from device to device?
What status shows at the bottom of the All Photos view in Photos on each device?
What version of macOS are you running on your M1 MBA?
yes- iCloud Photos is ON, Sync this phone is ON. iPhone 14 pro iOS 16.6 (but this happened on my (prior) iPhone XS too)
Ventura 13.2.1 on M1 laptop
new photos propagate properly from iPhone to laptop. Both devices signed into my same Apple ID.
Just tried again & it worked! but I had to close Photos on each device to get the pic deleted.
I think this goes under the category of 'taking the car to the mechanic due to a strange noise & and then the noise stops'. THank you for the help!

It appears that when you delete a photo from one device, it's not deleting from the other devices when you go to the Photos app.
Does the same hold true when you try to permanently delete the photos? The steps below are found in Delete photos on your iPhone or iPad - Apple Support.
Delete photos permanently
1. Open Photos and tap the Albums tab.
2. Tap the Recently Deleted album.
3. In iOS 16, iPadOS 16.1, or later, use Face ID or Touch ID to unlock your Recently Deleted album.
4. Tap Select.
5. Select the photo or video that you want and tap Delete. If you want to delete all the photos and videos in the album, tap Delete All.
6. Tap Delete Photo to confirm.
When you delete a photo from this album, you can't get it back.
If it's still not syncing across your devices, then try following the steps found in Delete and recover photos and videos on iCloud.com - Apple Support.
