My iPad mini 4 has no notifications. Is this why?

Yes, that is probably why. That is the volume control. If it's great and crossed out, it means it's muted.

At this point, I’d recommend you reach out to Apple Support for further assistance. They really are more capable of diagnosing the problem, than we from the Community.

I’m not sure if the speaker volume from the Control Center has anything to do with Ringtone and Alert Volume, or not. I thought not…

Also tried it on my wife’s iPad but did not work. All settings seem right so I haven’t a clue.

Swiping down for control centre, speaker symbol is blacked out and crossed. Does this stop notifications for e mail?
