See the article Delete and recover photos and videos on iCloud.com - Apple Support

When you delete a photo or video from Photos on iCloud.com, it’s also deleted from all your devices that have iCloud Photos turned on. If you change your mind, you have 30 days to recover it before it’s permanently deleted.

Recover photos and videos

  1. In Photos on iCloud.com, click the Recently Deleted album in the sidebar.
  2. If you don’t see the sidebar, click .
  3. Select the photos or videos you want to recover, then click Recover.

Getting a Copy of your iCloud Photos:

One unique method...

Download All of iCloud to an External Drive:

One thought would be to download all of iCloud, and then search through it in Finder on a Mac. You would download it to an external drive, and then open the drive in Finder. Search through it using the search bar on the top-right corner of the Finder window. Enter various extensions to see what pops up. Use my user tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip
