I’m trying to dispute charges on my Apple Pay. There is no button allowing me report the issue

1. Apple Pay is used to pay in stores and websites, it normally has nothing to with app subscriptions or recurring charges by apps.
2. If you subscribed through your Apple ID, follow the steps in the support document linked below to cancel it.

3. If you subscribed directly with starrapps then you would need to cancel it through their website directly.

5. To dispute a charge actually made through Apple Pay you would need to contact the merchant.

We need more details. Is Apple the merchant? You purchased something on the Apple App Store or what exactly is the situation? What is starapps?
