So I went to a gas station one I always use, I pumped exactly 10 dollars in gas, I got a notification on my phone saying it took out 100 dollars. It does not say pending 100 dollars like it usually does on a hold it says “cleared” 100 dollars. There’s also not a transaction that’s separate from that that says 10 dollars just the 1 transaction that says cleared 100. What is going on here?

You’ll have to ask the merchant (gas station). Apple is not a bank and does not approve or decline transactions. Only the issuing bank can approve or decline transactions.
If the merchant doesn’t have a satisfactory solution, please contact the issuing bank and dispute the charges.
