Apple Watch Activation Lock (HELP)

Apple Watch Activation Lock keeps popping up.

I know the ID and password of the previous owner but the funny thing is after I type in, a popup says that the account is disabled for security reasons. In order to solve this, the previous owner has to change the password and the owner did this. Even so after typing in the new password, the Activation Lock and "account disabled" keeps popping up. Why is this so?
