Port forwarding on a iPad or iPhone

Is it possible for someone to port forward to a pcsync on a mobile device. ? The reason I am asking, is because it happened on my router. I actually turned my internet off for a week , and it is still going on with my android and iPhone. I did a scan of my cellular network and I saw where port 80 was also opened to a pcsync. I have never linked my cell phones or my iPad to any computer. Now I realize, after over a year, trying to figure out why, after changing passwords, factory resets, changing accounts, changing phones, changing phone numbers and everything else there is to do, that I can’t get rid of them. They are in every email and every account I have. I have never in my life been this frustrated!.. I found out a couple of days ago that they have completely taken over email accounts that I can no longer get in to because I got locked out and they changed all my passwords and information. If anyone has any ideas beside me changing more passwords, reseting devices, putting yet another security or vpn application on phone, please help.

I have also spoken to cell phone providers, internet providers and device manufacturers. They all tell me to call the other one that it is not on their end.
