Remove developer software

My phone and devices keep getting remotely installed somehow. I turn every Bluetooth and airplay settings off, have the most secure settings for no sharing. I’m afraid someone has compromised my network and is installing developer mode software on my apple devices. What can I do? The website has nothing about this to help when it comes to privacy and accountability on the user using that platform.
