My MacBook has hard drive issues so when I try and install the Mac OS it never gets pass the boot screen I’d love some one who could guide me in the direction of how to resolve this issue…… Thanks in advance!!

The 2010 model unfortunately is earlier than the internet restore or standard recovery. Some 2010 models had a firmware installed that allowed for internet restore.

Yep, I believe that disk is just for testing hardware and installing applications along with the OS. Unfortunately if you are missing the other disc, you'll need to find another Mac or hard drive with High Sierra or less installed, or try to repair the hard drive in single user mode.
Do you have any data you wish to recover on your machine before we proceed? If you do, you should bring the computer to a data recovery specialist first.
i believe it has sierra high OS I’m not sure I also have the installation disc that came with the computer but I think I need to repair my disc drive for that to happen I do appreciate your help and guidance towards the solution. I’ve attached a photo of the application disc does this disc include the OS?
