If this didn't work, please contact apple support, because then its probably a hardware issue due to the iPad mini being the first generation and it's only running iOS 9.

If your signature is correct and you own a first generation iPad Mini which is still on iOS 9, it's now a very old device and you could have a hardware issue. It would be advisable to schedule an appointment at your Apple Store Genius Bar for evaluation and options, which likely may mean it's time to buy a newer, more modern iPad.
I would NOT recommend recovery mode for an old, no longer supported iPad which is having Wifi connection issues. The iPad this person owns is now considered Obsolete, which is no longer supported worldwide. The original iPad Mini was released in 2012. So this device is now 11 years old. It can't run current, or even close to current iPadOS versions and most apps by now would no longer be supported.
