iCloud backup takes up too much storage

The app taking up the most iCloud storage takes up 9 MB. I don’t have an absurd amount of apps, but iCloud backup in total takes up 5.29 GB, and more is now supposed to be taken up. I’m not backing up much, why does it take up so much space when I turned off most app’s backup so I can save space? It’s hard to manage when my photos take up a lot of space too for no reason. And now after I turned off and deleted all backups after turning off most apps, now it takes up even more space.

Here is a link which explains what iCloud backups include --> What does iCloud back up? - Apple Support (CA)

Over time as you backup your device over and over and over, you'll use more space in the cloud. I learned long ago that the free 5GB of space given for iCloud is just not enough. For a very reasonable fee ($12 a year), you can increase your space in the cloud from 5GB to 50GB.
