Trying to upgrade from version 10.13.6 to version 10.15 so I can install a new printer. Is this possible on this old iMac? Thx

Assuming the new printer you want to install is AirPrint-compatible you do not need to upgrade macOS.
Most new printers are — or should be — AirPrint compatible. Newer operating systems such as Catalina (as you are contemplating) require AirPrint compatibility. Apple does not support anything else.
No. That's not possible. 10.13.6 is as far as that machine can go.
