If you are saying that the Find My option was not enabled on the phone, there is unfortunately no way to locate the phone other then physically looking for it in the general area where the phone was lost.

Be sure to check the Lost and Found departments in the establishments in the area where you think you lost the iPhone. Also, ask the police if it hasn’t been turned in.
