I was trying to send money to someone we put my Apple Pay on their phone and now I’m restricted? Why is that?

What does “we put my Apple Pay on their phone” mean exactly? It certainly sounds like an action that would be treated as a security breach and trigger account locking.

No this my family member so no trust issues with this but i guess what i need to know is how I fix it
I did not share my Apple ID we only used my name and birthdate and address no Apple ID changed hands.
