I’m trying to send money to someone because it say my Apple Pay is restricted

There is no one to speak to. Banks are private companies and can choose who they do business with. When accounts are closed permanently it’s usually because your activity has aroused suspicion on the banks part. The two primary areas of concern are fraudulent transactions and money laundering.
Banks are required by law to “know your customer.” These are casually known as KYC laws. Bank are monitored for compliance regularly. The Bank Secrecy Act actually prevents the bank from telling you why they have closed your account. Any one you would talk to does not know either. So, there is no one you can talk to. The decision was made and it will not be reversed.
I called that number and they are telling me that their is nothing they can do and that I will never be able to use Apple Cash again. They said that is final and will not tell be why because of the "sensitive nature of the matter"? Who would I need to speak to?
