Verify that you are (still) signed in to the Apple TV app (sprockets wheel icon, see image below) on your Fire TV device with the Apple ID account as used for the movie purchase. Then the movie title should appear in the Library tab.
If you see the title in your Library, but it will not play, then what happens instead? Do you get an error message? What does it say?

Welcome to Apple Support Communities. From what we understand, a movie was purchased on an iPhone, and it will not play in the Apple TV app on your TV.
