4th generation iPod nano charging forever
4th Generation oPod nano is charging forever and if I disconnect cable, iPod is die.
Just wonder if it's a battery issue or logic board issue.

It sounds like you're on the right track that this could be an issue with the board or the battery. Only taking the device into an Apple Authorized Service Provider will be able to isolate the issue entirely. It's not possible to speculate on the root cause remotely for this sort of hardware concern.
