Screen damage if determined by Apple to be accidental is not covered by the regular warranty. If you have Applecare Plus you get two accidental damages/incidents for the life of the warranty at reduced cost.

If your coverage has expired then the repair won't be covered, nor will you be able to restart it.

Apple will not cover any kind of physical damage that has occurred to the phone under regular AppleCare. AppleCare + offers more extended coverage that will usually cover a few damage incidents.

The fact that your coverage has expired pretty much makes the question about coverage a moot point. Once coverage has expired, you cannot renew.
