Returned deleted messages
I sent a text message to someone by accident and then deleted what I had written. The next day the text I deleted appeared on my messages as delivered. Does this mean he sent the message back to me?

The only feature to prevent a message from being sent is the unsend message feature. You can learn more about that and the expectations of using it here: Unsend and edit messages on iPhone - Apple Support
You did say this was a text message. If you're sure it was, then it most likely already sent to to the other person already. A message will usually send after tapping on the Send icon even if you attempt to delete it. That means it either was sent back to you from your carrier to ensure you knew it was delivered or it was replied to from the other party as you mentioned.
