There is no "access" to upgrade an iPhone 6 Plus to iOS 17. That phone cannot even be updated to iOS 13.
There is also no "access" to upgrade an iPhone 6s Plus (the phone that is the topic of this thread) to iOS 17.

An iPhone 6/6 plus can't be updated beyond 12.5.7, it doesn't have the hardware required to run anything higher.
