How can I get my pictures from my old dinosaur iPhone that is in disabled mode , only have chromebookOS ,

you can't,
if it's disabled then you restore it to factory settings and if you don't have a backup to restore on it again all data is lost
If you forgot your iPhone passcode - Apple Support
and you can't use a chromebook, a mac or windows computer is required.
if you do not own a computer then you need to use the computer of a friend/relative/public library or computer store
