Hello!
These notifications are a result of a certain settings that’s turned on when using “Voice Control.”
As of now, you have Voice Control turned on. If you don’t use Voice Control, you can turn it off, and these suggestions will also go away: Settings > Accessibility > Voice Control. Now, at the very top, simply turn this feature OFF.
However, if you’re using Voice Control, but don’t want to see these suggestions, (officially known as “Hints”,) merely scroll down a little from the page I instructed you to go to above, and turn OFF “Show Hints.”
Examine the screenshot for a visual explanation:
Make sure to read the caption beneath “Show Hints” in the screenshot, so that you can learn more about this.
Have a wonderful day and good luck!

I have never seen these notifications before and I had an iPhone 8 and iPhone 8 Plus both for many years. However these notifications look like notifications coming from the Shortcuts app I get very similar notifications from the Shortcuts app. If this is the case go to Settings under Notifications and select Shortcuts and make sure Shortcuts notifications are off and if they aren’t turn them off and see what happens.
The reason you’re seeing these notifications is, Voice Control is constantly listen for commands, (unless you let it go to sleep, which is not the point here,) so as you talk, you give it “wrong or invalid commands” which it doesn’t recognize, so it shows you a list of “hints” of commands similar to the words you’re saying that it recognizes and can carry out.
To improve understanding of the phenomenon, it would be highly beneficial if you could share a screenshot. Visual representations carry greater impact than written descriptions.
Please remember that this is a public forum, so when attaching a screenshot, please avoid including any personal credentials such as IP addresses, card details, email IDs, Apple IDs, IMEI numbers, serial numbers, phone numbers, order IDs, or any identifiable location information if you are sharing a map.

With the limited information that you have provided, It is hard to even guess the problems faced by you.

This is a sample message I'm trying to stop.
Thank you, that is perfect. I can see the thinking behind the setting but when using VoiceOver it is really intrusive and very difficult to work out how to stop it.
Anyway, thank you for your help!
You’re welcome! 😊
Have a nice day.
