I see you have remaining balance that you wish to remove from your Apple Account. In Apple's support article Change your Apple ID country or region - Apple Support Apple lists only a single way to do this:

Apple will remove the balance and keep it.

To add money to your account, you can use iDEAL.

And since ING is compatible with iDEAL, it should be possible to add money to your account.

It says if you have money in your account, and you want to get rid of it, contact Apple Support.
