How do merchants sign up for Apple wallet ordered tracking

It isn’t clear what you are asking. The Apple Wallet is a way to use credit and debit cards wirelessly. Any tracking done by the Wallet is only visible to the phone’s owner for fairly obvious privacy reasons. Any information on purchases by users would have to come from your credit or debit card acquirer.
