Here are the listed steps:

On your iPhone or iPad

  1. Go to Settings > Photos, then tap Shared Library. 
  2. Choose up to five people to invite, or you can invite participants later. 
  3. Choose past photos and videos that you want to move to your Shared Library, or choose to move photos later. 
  4. Follow the onscreen steps to preview your Shared Library, confirm the content that you want to share, and invite additional participants. 


If you're under 13, you can only join or create a Shared Library with members of your Family Sharing group.*

You have a couple options, one is the new iCloud Shared Photo Library and the other is a Shared Album. Neither require being part of a Family Sharing Group but the Shared Library members need to use iCloud Photos and have equal permissions for all of the content in the library. With shared albums the creator has more permission than the people invited and the greater can share the album with anyone. They also differ by the iCloud storage for the creator of a Shared Library is used for the entire library while shared albums don't count against iCloud storage but are limited to only 5000 photos and videos.

"How iCloud Shared Photo Library works

When you contribute photos and videos to iCloud Shared Photo Library, they move out of your Personal Library and into the Shared Library. You can join one Shared Library, and you can choose what to share, or automatically share content straight from the camera. All participants have equal permissions to add, edit, and delete content in the Shared Library, while the person who set up the Shared Library, the library creator, provides iCloud storage for all of the content. Everyone else gets access to the Shared Library content without it counting towards their iCloud storage. 

When you join a Shared Library, iCloud captures a one-time snapshot of your photo library database and associated metadata and stores it for up to six months. This helps with a smooth transition of your content to Shared Photo Library. Any photos that were in your library at the time of the snapshot that are subsequently deleted are also stored in iCloud for up to six months."
