It looks like you were able to view the most relevant article for this situation: If you can't add a card to Apple Wallet to use with Apple Pay - Apple Support.
Did you contact the card issuer as suggested in the article? That will be the best way forward, since Apple does not approve or decline cards for use in Wallet as mentioned here:
"Apple does not approve or decline cards for use with Apple Pay. If your card was declined, contact your bank or card issuer."
