and I’ve 3 user accounts.
I’m the admin and there’s another admin account and one standard account.
I need to change other admin to standard account.
don’t see the option in system settings<user and groups to remove or change the user type.

Did you click the lock on the Users & Groups screen, and authenticate?
Until you do that, it's not going to let you make a change to someone else's account.
Deselect the "Allow this user to administer ..." maybe

I checked.
This option is greyed out when in that user account’s system settings
from my system settings there’s no option to make changes on the other admin account.
and I was the first admin user.
If your OS is not performing as designed, to me that signifies time to reinstall it. But it also could mean you've changed a setting somewhere or your profiles is corrupt or some other cause.
