I have bought an i phone just today and it is not even powering on is there some way i can refund

If you bought it directly from Apple, you have 14 days to return it for a refund. If you bought it somewhere else, ask the retailer what their return policy is.
Your post seems to indicate you have an iPhone 8. The iPhone 8 was discontinued in April of 2020. Over 3 years ago. Where, exactly, did you get it?
