Hello! I just got a sublimation Epson printer and with that printer it requires a software to be downloaded. I have tried all my options and Apple won't let me download it. I lowered my security on my Macbook Pro.

Also, your screenshot indicates that the Epson Installer crashed when it ran, not that you were unable to download the Epson driver(s). Please clarify.
Unless Safari recognizes the site as a "unsafe" site, downloading has nothing to do with the Mac's internal security settings. Naturally you need to be cognizant of scammers and such and avoid those downloads and click bait instances.
If you know the site to be safe, try Firefox browser.
