Contact your cell phone carrier.

Note that if your phone is carrier locked to a different carrier than the one from whom you got the data SIM, only the carrier who holds the lock can release it.

Do you mean you're trying to use a data-only SIM? I don't think that will work. You need a proper voice/data SIM. As Servant of Cats suggested, you need to contact your carrier.
