You never move items to an album, you only add them to it.

All of Apple's library-based apps - iTunes, iPhoto, Aperture, Music, TV etc - work like this. Everything lives in the library. That's why it's called the library. Albums (or playlists as appropriate) are ad hoc collections created by the user, and, at heart, they contain links to the items in the library. The advantage this brings is that an item can be in multiple albums with no wasted disk space. So, that pic of your Dog taken at your wedding can be in the 'Our Wedding' Album, 'Our Dog' Album and in your favourites too and involve zero wasted disk space.

I'll take a guess and say that you're asking this question for the same reason lots of other people ask it - you're trying to organise your images into albums, and have no way of knowing if an image has been added to an album already. The solution here is a Smart Album:

File -> New Smart Album

with the following conditions:

This will find any images in your library not already in an album. As you work from there and add items to albums, they will be dropped from the Smart Album.
