Elderly Parent locked out of account - Need some help

My mother is currently in the hospital after a stroke. She is not tech savvy, but my brother and I want her to have a smart phone for emergencies and to keep in touch with her while she is recovering. She signed up for Apple Music years ago, but never used it so she does not remember her Apple ID Password or old passcode. Every time we tried to recover it, the phone prompted her/us to either enter her password or passcode and she does not know either of them. Now it says she cannot try to access her account for 13 days! We're not sure what to do, so any suggestions would be appreciated.

This article tells you the various ways you can try to discover your forgotten Apple ID --> If you forgot your Apple ID email address or phone number - Apple Support Typically an Apple ID is an email address you have used. If you are currently using a mobile device that is logged into your account, go to Settings and tap your name at the top. Look in Keychain, and in a browser's security settings if you use it to automatically sign into Apple when using a browser.
