You mentioned you restored your new iPhone from an iCloud backup. When you restore from the backup, this option restores all settings that were set up on your previous iPhone, essentially restoring the new iPhone to a replica of the previous iPhone. You can try restoring your iPhone from the last iCloud backup your previous iPhone made. You will need to erase your new iPhone first in order to complete this step. Keep in mind if you have made any changes to your new iPhone or created a new backup, you won't be able to access this information after erasing. If you'd like to erase and restore the iCloud backup again, please follow the steps below:
Use Settings to erase iPhone
1. Go to Settings
> General > Transfer or Reset iPhone.
2. Do one of the following:
* Prepare your content and settings to transfer to a new iPhone: Tap Get Started, then follow the onscreen instructions. When you finish, return to Settings > General > Transfer or Reset iPhone, then tap Erase All Content and Settings.
* Erase all of your data from iPhone: Tap Erase All Content and Settings.

As long as your apps were backed up to iCloud and the app developer allows iCloud backups, the data within your apps will be restored from your previous iPhone backup.
