Do I need to have a SIM card in my i Apple Watch to make it work with its new data line

I just recently got an iPhone watch and I did not receive a Sim card with the watch. I later contacted AT&T to add Service to my watch and now whenever I try to connect do use it as a phone it says no Sim.

Utter nonsense. Find a better data source, better yet actually use your brain and experience of your own Watch IF you own one.
