An iPhone12 is capable of update to iOS 16.6. If capable of update, you can only update to the most recent version of compatible version; you cannot update to an intermediate version.
Whether or not you are able to update any iPhone to a newer version of iOS will be dictated by the iPhone model - and the currently installed version of iOS. You can find this information here:
