App switcher help needed

My phone has this weird thing, ever since i transferred the data from an old iPhone 8 with a home button to the new iPhone 13, the swipe up doesn't do that little motion thingy. Basically, the active apps don't "glide" up and scrolling through the active apps is not as smooth either.

How can I fix this? Tried a forced shut down, didn’t work
