Siri can’t hear me

Why is it that Siri can’t hear me or why is it? I can’t get Safari as well. What is the best thing for my privacy and protection I believe that my phone is being hacked. If I’m on account with a husband then I’m no longer with. can he still see any of my information any kind of anything? Thank you.
