If you never received your purchase with Apple Pay later what should you do dispute it?
Never received my purchase after I used Apple Pay later!!

The Purchase should be shipped like normal and received normally. The Merchant you use Apple Pay later with, has no knowledge of it. It receives the full payment. So should ship the purchase to you normally. The Apple Pay Later option only extends your payment period, not when you get the purchase.
Contact the merchant you made the purchase at and inquire about your order status.
If you cannot get a satisfactory answer, the contact Apple support and raise a dispute.
