Phone as wifi card

Hello, i was wondering if it is possible to use my iphone 13 pro max as a wifi card, as in connecting my desktop to my phone and have the phone act as a wifi card. I do not want to use my cellular data. I know it is possible to share wifi through usb because i almost used up all of my cellular data because i thought i was sharing wifi

i have a windows desktop computer and i am running windows 10 + ios 16.5 ish. I am having trouble with the wifi card on my computer so i was wondering if it was possible to use my phone. I have watched youtube videos of people doing this with older androids but dont know if it is possible with newer iphones
