To answer your main question, there hasn't been a change to the audio format for previewing songs. Since this only happens with some songs, it might be the connection to the store that houses the songs. Before previewing them again, close out of iTunes and start it again in Windows. If you haven't already, also update iTunes for Windows to rule out compatibility concerns: Update to the latest version of iTunes for Windows 10 - Apple Support

iTunes will not preview NEW music on at least Win10. It will sample older music no problem. I have no idea where the line is between playable and unplayable. I came to the store to sample and buy some new music. No sample, no buy. Surely this is a major issue. Or do I have to use an iPhone now?
Me, as well. It only seems to be on certain songs and albums and just the most purchased ones. This was not an issue a week ago. I buy songs all the time for the last 10 years and never have had this issue.
ME TOO! So frustrated! Cannot listen to new tracks, so I cannot purchase new tracks. I have uninstalled and reinstalled iTunes, made sure my computer was updated, and restarted for good measure. Nothing works. This also tarted right after the last update, but of course they claim it has nothing to do with that.
Hi, I spoke to a very helpful Apple agent yesterday who took over my screen to see the issue as he had not come across it before, tried quitting then re-authorising iTunes but that didn't work, so he recommended re-instaling the macOS which I will try. If not going to upgrade the OS as I also contacted a friend who has a newer version and they didn't have a problem with those songs.
I'm sorry that doesn't help if you're using Windows, however I do have a work around for you if you can't re-install or upgrade and don't have an iPhone, copy artist and song into YouTube and you can then listen to the whole song before downloading from iTunes. Not ideal I know but sometimes I've heard samples and then been disappointed with the rest of the song, so use it a lot (I do skip or block the annoying ADs though)
Thanks Mod_One, for going straight to the source to try to get a fix. I am seeing a little bit of improvements, allowing me to open new songs, but like, only a few and then it starts spinning. I like the Youtube option because it allows us to hear before we buy. I do notice that iTunes will allow us to purchase, of course. They will get their money, regardless of what the issue is. It is also helpful to see that this is not just windows, it is also happening to mac.
That’s exactly the same for me something strange is going on. It’s not all songs and if you purchase it it’s fine seems to be happening more and more

I agree they don’t seem to give a crap about windows users. Used to depend on hearing a sample before deciding to buy. It’s fine if you have an iPhone or iPad so it must be windows related they are just going to lose customers but I’m sure they don’t care
I've been having the same problem with some of the songs in the Apple store. If I can't hear a sample of it, I sure won't buy it. Been an iTunes customer for many years. Is it a Windows 10 thing or what? An answer would be very appreciated.
It would be helpful if someone with any kind of knowledge of how to fix this issue would tell us what to do. Bummer, I guess I won't be buying as much music from iTunes as I used to. Over 3,000 songs so far. It's their loss too. Maybe they just don't care.
Interestingly I've discovered that it only happens on new songs, ie released in the last two or three weeks, I will definitely contact Apple as their technician's have always managed to resolve any issue that I've been unable to resolve myself, so will update you. I'm running iTunes 12.9 on my Mac so will also find someone using the latest, 12.10 and get them to check the same song samples.
Thanks for that. I have Apple phone so I can listen to samples that way but it’s still annoying. I’m old fashioned and still like iTunes cause I can burn cds. Whenever Apple has a problem with iTunes it takes them forever to fix it. I think they would just like iTunes to go away
