How can I manage "sign into apps with apple ID" when the menu option isn't available?

Hi, I'm trying to work out if I've accidentally signed up for a service using apple ID as a log in but I can't find the menu that allows you to check. I've tried on my mac, ipod and ipad and the menu option indicated by the help documents just isn't there.

I click on apple ID

The Passwords and Security.

Documents tell me to then click on "SIGN IN WITH APPLE Apps Using Your Apple ID" but that option just isn't there.

Is there something that needs to be activated for the menu option to appear?
