"Carrier-locked" means that a phone is locked to receiving cellular phone service from a particular phone company (carrier). "SIM lock" means that you have a carrier-locked phone that you are trying to use it with a SIM from another phone company. The first phone company won't allow this, so the new SIM is locked out.


If you want to switch to the new phone company, you will first have to ask the old phone company to release their carrier lock on the phone. (And hope that they will.)
