When switching tiles, an app's main window disappears

On the left side of the external monitor I select an app which files the tile on the left. If I switch apps, or have the app on the left go full screen and back, the app on the right disappears. Docker is still running but its window is gone. The only way to bring it back is to restart docker. I have no retried this with multiple apps and it is not application specific.

Note: one of the apps has windows on mulitple screens if that helps.
