How to share a template with a PC user
I have created a template in Pages (for a letterhead) but my business partner uses Word. How can I share the template so it works for him also?

Pages templates can only be opened by Pages. You can create a new Pages document using that template, and then export it to Word .docx, and share that document. It still won't be a Word template until your business partner opens it in Word and saves it as a Word template.
If you were using Microsoft Word, you would have created a Word template, and that could be directly shared in its native document format with your business partner without dealing with that first paragraph.
Because Pages was never created by Apple for the purpose of being a Word clone, the translation process from Pages internal document format to Word .docx during an export is not guaranteed to look the same in Word and features unique to Pages will simply be dropped. Caveat emptor.
