My iPhone 13 touch tones are not recognized by automated phone systems. I found that if I turn off my Bluetooth for my hearing aids, and don't use the speaker it works? This question has been around for a long time with no reliable answers.

To resolve, turn on “Play System Sounds” under Settings / Accessibility/ Hearing Devices.
