If the screen says activation lock on it then you'll have to attempt to reset your password first. Do you know the Apple ID and password logged into this device?
If so, then the first thing is to try to reset the password from an Apple device you are already logged into. Got to settings, your name at the top, password & security, change password. If you don't use a passcode or password for your Lock Screen then you won't get this option.
If that is not an option, see if you can go to iCloud.com/find and log in with the same Apple ID that is logged in on the affected device, click on "show all devices", click on the device with the activation lock, click remove. This removes activation lock.
If you don't know the Apple ID or you purchased this device from a third party then you'll need to reach out to them and have them go to iCloud.com/find and remove the device there. Or provide you with the original proof of purchase, or get your money back..
If you don't have any other Apple devices and it's your Apple ID try account recovery first by going to iforgot.apple.com to start the process.
If that doesn't work you'll need to do an activation lock removal. Click the link at the bottom of this article: How to remove Activation Lock - Apple Support <<< You'll need an original proof of purchase from either an Apple Store or Apple Authorized Service Provide before Apple will remove an activation lock.
